I want to make a Shadar-kai, Shadow Monk Assassin, who specialises in taking out other Monks.
Basically, when a monk has strayed so far from the path that there is no hope of redemption, this guy his hired to put an end to their lives.
His favoured method of assassination is to stalk his target from the shadows, wait until they are alone - preferably at night - then teleport behind them and stab them from behind, through the heart with a posioned blade.
He then disappears back into the shadows and makes his escape.
Basically, he is using his ki points to enhance his shadow abilities and the blessing of the raven queen to seeming appear out of thin air, so the target doesn't know from which direction he is going to come.
I don't want to be a Rogue, I actually want to be a Monk, but turn my Monk into a "Shadow Assassin."
What stat block would you recommend for such a character.

Edit:. He is going to be a one-shot PC and then become a campaign NPC. So he really should be made more like an NPC than a PC.
You say it should be made more like an NPC, but I'm unclear on what you mean by that. Are you creating an NPC by using the character builder, or are you looking for a creature template that's similar to your goal?
If you're using the builder, are you using standard array or point-buy?
If you're using array, I'd recommend stats in the order of 8/15/13/12/14/10. If point-buy, 10/15/14/8/14/10. Depending on racial bonuses the order can be moved around. In either case, Dex should be highest followed by Wis.
You don't know what fear is until you've witnessed a drunk bird divebombing you while carrying a screaming Kobold throwing fire anywhere and everywhere.
It would be a bit of both. A template as a starting point and then the character builder to create a level 17 one-shot character, who will become a campaign NPC.
He is going to become the teacher, mentor and ally of my 5th level campaign character.

Gotcha, I'd say go all 17 levels in Monk, and focus on Dex>Wis>Con as your ability score priority. Depending on what you want to do with your ASIs, some feats that could fit your concept include: Observant, Elven Accuracy (if you go Elf or Half-Elf), Skulker, and/or Magic Initiate (Cleric or Druid).
