Drunken Master's "Intoxicated Frenzy" 17th level ability says: "At 17th level, you gain the ability to make an overwhelming number of attacks against a group of enemies. When you use your Flurry of Blows, you can make up to three additional attacks with it (up to a total of five Flurry of Blows attacks), provided that each Flurry of Blows attack targets a different creature this turn."
I am focused on the "3 additional attacks"..."up to a total of 5 Flurry of Blows Attacks"
Can a Monk with 2 attacks every round (2 actions) do 2 Flurry of Blows Attacks in a single round? I think the writeup for Intoxicated Frenzy implies this would be possible.
Presumably this would require 2 Ki points (one for each Flurry of Blows), so the player would spend 2 Ki in order to gain 5 attacks vs. a player who uses a single Flurry of Blows for 1 Ki to get 4 attacks. The net impact would be a 100% increase in the Ki cost for a 25% increase in damage (5 attacks vs. 4), so I don't think it would be done often, but if you really want to blow all your Ki to put down an adversary quickly is this an option?

Second, extra attack does not give you two actions. It’s one action in which you can make two attacks as part of your attack action.
So on your action you can make two attacks. Then, with the use of 1 Ki you can FoB for two unarmed strikes as a bonus action. And you add 3 more unarmed strikes with drunken master ability as part of your FoB, but all 5 FoB attacks must be against different creatures

As I read "up to a total of five Flurry of Blows attacks" Master Drunken Monk can strike each opponent with a Flurry of Blows attack, which I would interpret as 4 individual attacks against each of 5 opponents - a Total of 20 rolls of his Martial Arts Die attack roll, which must be evenly distributed against all 5 opponents. I would see this costing 5 Ki for the 5 Flurry of Blows.
Would you disagree with this? Granted 20 rolls of their Martial Arts Die is a lot of damage, but it is just double the result of a Failed Saving Throw for "Quivering Palm" and the Drunken Master will probably only find a situation where they have 5 good targets for their attack once "in a blue moon", and it is fairly typical to see half damage on a save - which seems to pair well with the Quivering Palm damage, especially considering the fact Drunken Frenzy has more conditions for use so would rarely see its maximum possible damage.
If you are saying the Drunken Master using Drunken Frenzy only gets a total of 7 unarmed Strikes (total possible damage 7 D10) provided they divide these between 5 opponents that would be a laughable skill for the level. You see a 17th Level ability simply giving a choice to use 3/4 of your normal Flurry of Blows against a target (3 D10 against Alpha) plus do a single D10 against each of 4 separate opponents if they happen to be next to you (1 D10 against each of Beta, Gamma, Delta, and Epislon)? That seems like it would virtually never be useful. If Alpha is the primary adversary and you actually need to reduce your DPS against Alpha to do what is doubtless just an annoying "face-slap" damage of D10 against 4 other targets surrounding you it seems utterly useless. Instead of 4 D10 against the most important target I can reduce my damage to 3 D10 against the most important target and add 1 D10 against 4 others if there are 4 others standing next to me???
The max number of attacks for your drunken master is 7 and cost 1 Ki point. You get two attacks as an action and 5 attacks as your flurry of blows as a bonus action and it must be used against 5 targets (1 FoB unarmed strike per target). If you don’t have 5 different targets you can only do your normal FoB 2 unarmed strikes. You can move between targets if they are not all bunched together
Edit: it’s unfortunate but true. It’s a pretty lackluster ability for the level compared to some others and very situational. Just like the Monk 20th level ability to gain a whole 4 Ki back is lackluster. At least it’s 4 per initiative roll so if you have a lot of combats it can add up.
Edit 2: Quivering Palm is an outlier ability at17. Shadow monk get a reaction to make 1 melee attack if someone within 5 feet gets attached, Astral Self gets a +2 AC and can make 3 attacks instead of 2 as an action (at least this is for 10 minutes), etc...
Why is there even that sort of limitation? It doesn't seem like there's much need for it, given that for all intents and purposes a similar-level Samurai Fighter can make 4 attacks by just giving up advantage on one of them, and more so when it was still UA it could forego advantage on all attacks for that turn to make double the attacks instead (which meant you could've done 12 attacks if you used Action Surge and Fighting Spirit). To say that it would be OP if you could wail on a creature in a subclass made to be mobile and hard to pin down is... well just not really true especially at that level.
I’m not sure what limitations you would like removed. The drunken master can make 7 attacks in one turn (true it requires 5 targets) compared to your samurai’s 4 but a monk can make 4 attacks at level 5 with FoB and 1 Ki point, though not as much damage. And those 4 attacks can be on 1-4 targets if they choose just like the samurai. It’s just the way the feature works like watching Jackie Chan stumble and strike his way through a group of opponents.
It’s too situational for me and wish it was a bit better but not sure if allowing 7 attacks on one target would be too much without adjusting the Ki cost. I mean you can do it 17 times per short rest.
7 attacks would of course be a bit much, without something like a cost of a ki point for every FoB strikes over 2 on the same enemy. But I was thinking something like "Given that a single creature isn't the target of more than three Flurry of Blows strikes during your turn.". That way you still get extra attacks on an enemy, and you can still use the feature fully without needing to rush the entire enemy group at once, or need an enemy group in the first place.
Otherwise, I can see the logic behind the feature - you already get speedier and are Disengaged when using FoB, so you'd easily be able to go through an entire army and attempt a Stunning Strike on every one of them.
look at it more this way. That Samurai Will have the same attack dice or pretty close to it as 17th level as the monk. So their damage will be similar. However That Samurai only has 2 Action Surges allowing him 8 attacks a turn on a maximum of 2 turns. For the cost of a little ki and sacrificing one of the attacks. Your Monk can basically action Surge for as many rounds as you can keep up the Ki expenditure as long as you have at least 5 opponents to hit while your doing it. Your getting more attacks overall but with increased restrictions than the Samurai is actually able to pump out and the Samurai is going to need the battle to last a long time to even try to catch up just on base attacks alone. Monks really are not slouches on the damage despite the way that many look at them. They just spread the numbers out more than certain other classes.

Unfortunately not.
