So I was thinking about gathering a group of players together to do a one-shot Battle Royale arena. And I am sure there will have to be some limitations on certain rules and features. Like the wish spell will probably have to be banned or extremely limited in scope. So I am putting together a list of rule changes and I was wondering if there are any suggestions you all might have? I want to be up front about what rule changes will be made to try and prevent any mid-game nerfs.
One thing I've seen in a few PVP events... give everyone one round at the start where they can cast spells or consume potions or whatever, as long as it doesn't target any of the other characters.

I was going to put each player in a staging room for their first round, below the arena. And they would lift up all at once. Much like how it played out in Hunger Games.
I was also toying with the idea of putting a stockpile of magic items in the center. But that would create a huge mess I think.
You're better off putting items scattered throughout, then there's the tactical decision players will make on whether to focus on engaging their opponents directly and taking them out, or if they should spend the time to start looking around for items.. I'd also recommend not setting up the fight on like... a big open field or arena. Some classes really are completely screwed if they don't have places to duck into or climb on top of, etc.
My recent campaign ended on a large PvPvE fight. I just treated it like a normal combat encounter. It wander really a battle royal but it was quite funny. The Npc who had been traveling with the group actually soloed the entire party.
