Thorny, the player Class Features will always list the relevant ability score for the Save DC. It will always be a relevant Ability score + Proficiency bonus + 8.
Take the Fighter Battle Master maneuvers: Maneuver save DC = 8 + your proficiency bonus + your Strength or Dexterity modifier (your choice). Sometimes there are hidden in a specific power, other times it at the top for all powers. Just read the class features and you'll find it for every class. Enjoy!

Not necessarily. The save DC for these abilities is 8 + proficiency + something. The something is always specified by the class's features. For Monks, it's their wisdom bonus. For battlemaster fighters, it's your choice of str or dex. For storm herald barbarians, it's con. For other barbarian subclasses, it's str, con, or cha, depending on the subclass.
Wisdom is used for stunning strike DC as well, this is why the precedent exists. For the purpose of Stunning Strike, it's about how well the Monk can SEE or FEEL, or SENSE OR INTUIT the weaknesses of their enemies. Seeing and Feeling the world around you is perception, which is Wisdom based. Sensing or Intuiting is Insight, which is Wisdom. To keep this consistent for 4 elements monks they made it wisdom, as well. I imagine they reason it as the monks ability to attune to nature.

As casting for the Four Elements Monk is a Ki feature, following line should be applicable:
Some of your ki features require your target to make a saving throw to resist the feature's effects. The saving throw DC is calculated as follows:
Ki save DC = 8 + your proficiency bonus + your Wisdom modifier
