Hundreds of years ago, the world was divided into many kingdoms, constantly warring for territory and domination. That is, until the Dread Queen, Freya, used dark powers to create an army of undying soldiers, and begin her conquest of the known world. Queen Freya, along with her four generals, conquered most of the world, forcing the remaining kingdoms to set aside their differences and work together to hold back this threat. It wasn't until an unknown warrior struck down Freya in the field of battle, that the undead armies were defeated.
Realizing that in the face of another threat of this nature the separate kingdoms wouldn't stand a chance, the kingdoms agreed to unite into The Great United Kingdom of Rhaehan, ruled not by a king, but by a council composed of rulers of each of the smaller regions, who meet to determine how to govern the world every 4 years, during an event known as the Grand World Summit. However, it is rumored that Freya was not truly killed, and her undead armies are beginning to rise again.
My idea for a campaign like this is one with a lot of political intrigue and backstabbing, where the players will need to work behind the scenes at the Grand World Summit to uncover secret plots, and work to convince the nobles to set their differences aside and fight the true threat (sort of game of thrones style)
This sounds like a pretty interesting campaign. For anything to add I would consider if any of the regions feel like they are being slighted by the more powerful regions when these councils meet, perhaps creating some animosity and tension in the council (it certainly sounds like from you description that all is not well there). Or perhaps two of the more powerful kingdoms are butting heads over a recent issue. Perhaps one of the rulers of the smaller kingdom is aware of Freya's return and is tempt to lend her aid in return for greater power. I would also consider how the military of the United Kingdom is structured. Does each region have its own forces or are they united in one central army? How is command of this military decided? Do the grunt soldiers tend to come from one kingdom while the generals tend to come from another? The makeup of the military and guard forces is certainly one aspect of political intrigue that can create tension. Also where does the Grand World Summit meet? Is it in the same kingdom every time? If so why and how do the rulers of the other kingdoms feel about this? Or does the meeting place change? If so how is the location determined? Is it on rotation or is it voted on? Or does the Summit meet in a neutral location? If it is a neutral location, it must fall under the jurisdiction of somebody so who would be in charge of this area?
The history of your realms definitely provides a lot of opportunity for quests. Who was the fabled warrior who slew the Dread Queen? Was he a King or a Commoner who rose to heroics in a time of need. All things to consider for your players to find out in the future. Also what was the warrior's weapon? It could provide for a fun tomb/item hunt.
And with the return of Freya and her undead armies, consider that other forces may also be rising. While the Dread Queen and her forces threaten the kingdoms again, perhaps necromancers and other dark wizards or warriors are emerging from the shadows to try to prove themselves worthy of joining the Dread Queen's inner circle.
Also consider how the various races come into play. Are the kingdoms all human or are they ruled by various races? Exploring the backgrounds of each individual kingdom and the interactions between the various races in DND can provide for some interesting quest options as well as role playing for your characters
