So, I've been trying out a bard for the first time, and I have some questions that may even apply to other classes. We all know wizards can create/come up with new spells (just look at Tasha, Otto, Mordenkainen, etc.), but I want to know if other spell-casting classes (besides the Eldritch Knight and Arcane Trickster) can create their own. For example, could my new bard create a spell original to him, say... Sigmund's Contagious Fury! Or, because of the way that wizards gain spells is different from the other classes, this is something only they can do?

I mean musicians can compose music so I think it would make sense for a bard to create their own spell.
It doesn't appear to be explained in the written manuals but it seems Bards would be one of the best classes to develop new spells. What would they be doing in the Bard College? If folks think it is simply a conservatory of musical performance, theatre, poetry and the like are missing the point in my view. Bards are concerned with much more than performance art. They wish to be the writers of history through their works. They are experts in Lore, and this study would connect them to historical facts, legends, myths and magical origins. Using the lore they would be able to develop new spells by understanding how the old spells were made. I imagine spells like Bane, that appear in many classes spell lists, to be the Bardic Version of Bane that taps into the mysterious forces the Bards have unlocked in their research. Spells like Dissonant Whispers are new spells Bard developed by understanding the magic forces from their point of view. So bards have "copied" or "translated" spells as well as "original" spells. From this point, they could have "adapted" or "evolved" spells, which take an existing spell to a new level.
Just as there would be bards that are experts in using a specific instrument, other bards would be expert composers, experts on the lore from this region or culture, and some that are experts in the magical forces of their trade and able to instruct other bards in unlocking these forces using their tools.
So a Bard college isn't for training musicians, although "flunkies" might come away with a very good musical education but little in the other arts.
