I have been trying to get information on how to make a game, I have faced multiple issues with also the debugging error as well as source codes errors, I have been facing this issues for a longtime, I would like to recommend so that proper information and knowledge can be gained to solve the issue.
I'm thinking he means a campaign world, so here are some tips (if I'm completely wrong about what you want welp sorry)
Create an idea for a story line. This could be your original idea but I find it is very helpful to mish mash ideas from books or movies. THIS IS NOT A QUEST. These are ideas about what things you can include in the quests
Create a starting location, usually a town or small keep/city. These are easy to manage and keep track of. Give them a few shops that gives them reason to come back (if you want them to) and start slowly expanding that. DO NOT CREATE THE WHOLE WORLD AT ONCE. If you do this, creating all the cities with the right amount of detail you can spend countless hours on it and if your campaign doesn't take off then that effort could be wasted
At this point you have the starter bit of the world, a baseline quest, so at this point try and organize a session 0. This is where people can create their characters and you can get a feel for their play style. AFTERWARDS, create the first quest. This is as your characters could be all magic and you've created a quest on physical tasks or vise versa.

Very solid tips. However, I would also suggest that you think of 2-4 important events that are impacting or have recently impacted your world. You can flesh these out once the campaign begins.
