I doubt this is what they intended, but under the current playtest rules it's possible to
Attack with a light weapon held in one hand.
Stow that weapon (you can draw or stow a weapon once per attack, either before or after the attack)
Draw a different light weapon (here, we're doing so before the attack; note that this is only a feature of the attack action, so we need weapon mastery. If we have extra attack we can also get around it)
Make an attack with that other weapon.
Next turn, repeat, swapping the order.
That allows you to, for example, have a shield in the other hand, and still be getting the extra attack, only with a bit of annoying weapon juggling and you won't be able to do it if you didn't have a weapon drawn at the start of your attack unless you have extra attack (if you have extra attack, you draw your weapon on the first attack, and then do the above steps with your second attack).
If you're using light thrown weapons, you don't even need weapon mastery, because thrown weapons get a free equip (granted by the thrown property as part of attacking with it) and also a free unequip (because you threw it so obviously it's no longer equipped).
It's almost like drawing only one (or two at once, if you're a TWF guy) weapon per turn was a way more integral rule than people realized and trying to get rid of it the way they keep doing keeps causing issues with Hand Juggling.
Eh, it's fixable, they just have to be a little less parsimonious with their words. Change
When you take the Attack action on your turn and attack with a Light weapon while wielding another Light weapon in your other hand you can make one extra attack with the other weapon as a Bonus Action later on the same turn. That extra attack must be made with a different Light weapon, and you don’t add your ability modifier to the extra attack’s damage, unless that modifier is negative.
