So, for the Variant Human rules, it says that instead of all ability scores increasing by one, you get to chose two different ability scores of your choice to increase by one. So imagine I have 19 CHA, and I pick a 1+ to CHA, and it becomes 20 CHA. Will it increase beyond that or will it just become entirely useless and stay at 20?
Oh......so with the Variant Hooman rules, should I instead pick my lowest stat scores and raise them with the rule? or just max out CHA at 20 and level my 17 DEX? Also, what did you mean by special means that are not generally available? Could you please tell me about that?
You should raise the stats that will get you the character you want. Don't worry about maxing all stats. Superman is boring, and the DM will just have to ratchet up the difficulty levels. Characters with flaws are interesting. Most characters never get a stat over 20, and many never get two stats over 16. Make a character that is fun to play from level one, and level 20 will take care of itself.
thing is, my DM has me roll 4d6s for each score, so I can't really....you know what I mean. I'm honestly afraid of being too powerful with the Variant Human rules.
When you roll your stats, it should be roll 4d6, drop the lowest die, total the other three up as your stat. For example, if you roll a 5, 4, 4, 3, you drop the 3 and 5+4+4=13 for that stat. You repeat this process five more times to create your stats. The numbers you roll up in should never be higher than 18.
As a Variant Human, if you managed to roll three 6's during a single roll of 4d6, and get a stat at 18, you could then raise that stat to 19.
You will want to think about what feats to take when you get ability score increases as you level up. With that generous of a way to roll stats you will indeed hit the 20 cap for CHA quickly. Increase DEX and CON as much as you want and enjoy the extra feats as you won't need to increase any other stats.

If, somehow, you started with a 19, it would increase to 20. You can only exceed 20 by special means that are not generally available.
