A flurry of magic snowballs erupts from a point you choose within range. Each creature in a 5-foot-radius sphere centered on that point must make a Dexterity saving throw. A creature takes 3d6 cold damage on a failed save, or half as much damage on a successful one.
At Higher Levels. When you cast this spell using a spell slot of 3rd level or higher, the damage increases by 1d6 for each slot level above 2nd.

Literally a direct downgrade from Shatter. Shatter deals slightly higher damage, has a larger AOE, and deals a better damage type (thunder is rarely resisted; the only creatures that resist it are air elementals and all related creatures, and creatures that resist ALL elemental damage such as slaadi and incorporeal undead).
Shatter has an added benefit of damaging objects, so it can hopefully make stalactites fall on creatures if you are in a cave.
"Shatter does a little more damage, thunder is a good damage type and the radius is wider. However, it risks friendly fire if not used carefully and it targets Con, which monsters tend to be decent at. Snowball Swarm can be cast from farther away (kind of a niche use), cold is still a decent damage type and it targets Dex."
10 ft radius being slightly harder to avoid friendly fire is basically irrelevant for what you gain in power and potential targets, when you can place it anywhere within range.
Shatter is blatantly superior to snowball swarm, which should either deal more damage, or thematically slow opponents who fail like ray of frost does.
