You hurl an orb of energy at a target within range. Choose Acid, Cold, Fire, Lightning, Poison, or Thunder for the type of orb you create, and then make a ranged spell attack against the target. On a hit, the target takes 3d8 damage of the chosen type.
If you roll the same number on two or more of the d8s, the orb leaps to a different target of your choice within 30 feet of the target. Make an attack roll against the new target, and make a new damage roll. The orb can’t leap again unless you cast the spell with a level 2+ spell slot.
Using a Higher-Level Spell Slot. The damage increases by 1d8 for each spell slot level above 1. The orb can leap a maximum number of times equal to the level of the slot expended, and a creature can be targeted only once by each casting of this spell.

They seem to have changed twinned spell, so now it only affects spells that can innately target multiple people at higher levels.

Question. Does Empower allow you to reroll CHA MOD in dice per Hit/Bounce or just the first hit?
No. The odds are roughly 0.24%, or 1 in 416.
The odds of rolling exactly 1 then exactly 2 then exactly 3, and so on to 8, is about 1 in 17 million. But the order doesn't matter here — 45671238 is also a fail. Thus you need to multiply your result by 8 factorial.

Assuming you mean the Empowered Spell metamagic option, you can only use it on one damage roll per casting of the spell. It doesn't have to be the first hit, but it can only be one of them.

There really should be some likely side effects based on the damage type, even though it wouldn't increase damage. Cold would slow them briefly, Acid might delay them as they desperately try to clean off the acid and stop the burn, etc.
The version of this spell in Baldur's Gate 3 had a neat property where if you chose a damage type other than Thunder, it reduced the damage by one die but created a surface related to the chosen damage type all around the target. Cold got you an ice surface that people could slip on, Acid reduced the armor class of people walking through it, Fire did fire damage if you walked through it, etc. It made the spell a lot more flavorful.

Say I cast it at 6th level and roll for a total of 8d8.
Say I then roll 4,4,4,4,5,6,7,8 - then rules say the 'same number' has appeared on 2 or more dice so it leaps.
What if roll 4,4,4,4,6,6,6,6 - does that trigger the bounce twice ?
I have after all met the conditions RAW twice ?
I don't think that's the intent, but the wording is ambiguous and I also don't think it matters a whole lot.
There's still a limit on the total number of leaps that can be made on a single casting (which is equal to the level of the spell slot used) so I don't think it's a huge deal if more than one of those leaps are triggered by the initial attack.
My DM just pointed out that

You get to choose the target, but the spells leaps, that part isn't optional.
