As you have to be a warforged to attune to it, only a warforged can use a wand sheath.
However, at 14, artificers can ignore race, class, and level restrictions on attunement, so 14+ any artificer could attune and use the sheath. By RAW, same is true of the arm blade. Though as a DM I'd ask just how a trident is retracting into your squishy arm. If it's a plausible explanation, have at it!
I'd say it's reasonable to use items requiring attunement by a warforged with non-warforged but only on a case by case basis. Like say you already have a prosthetic limb, then it would make sense you could modify it with a wand sheath / arm blade. It's a situation that would require DM approval though.

Some infusions say warforge atonement but not warforge only. Does this mean a non-warforge can use it? Wand sheath / arm blade.

They don't need to say "only," other items don't say only. The only is implied.
Infusions have Multiple tags. It would be nice to have one say Warforged only and another say attuned.
For attunement items, they can only be used when attuned, so requires attunement by warforged is the same as saying warforged only.
