Durable gives a x2 Con bonus as a min for hit points rolled using a Hit Die... with a 20 Con, that is a min of 10 points... even if we only have D8 or a D6 for hit dice.
Admittedly, probably not many characters with those dice may get a 20 Con, but casters with a lot of concentration spells would like to try to get there
The amount of HP you get from rolling a Hit Die is your d8 or d6 or whatever + your CON modifier. A 20 CON Wizard gains a minimum of 1 + 5 = 6 HP from every Hit Die, even without the Durable feat, and their maximum from a Hit Die is 6 + 5 = 11 HP. So the feat is just raising the floor by x1 Con mod, not x2 Con mod. It is pretty darn nice for that Wizard to regain 10-11 HP from every Hit Die rolled, but not beyond the realm of possibility even without the feat. (I also don't see many Wizards spending that much of their limited Ability Score Increase resource to get 20 CON...)

Durable states the minimum you get "from the roll equals twice your con modifier"... so a 20 con gets a min a roll of 10 plus the 5 con modifier... only a barbarian would not be automatically maxed out or more
The +Con modifier is in addition to the die roll. The wording does not say "x2 con modifier per hit die spent", it says exactly as I quoted above, the minimum from the ROLL is double the con modifier. As you define it, the wording should say the minumum you get from the roll is simply the con modifier... which is still nice
If that's how you want to see it, then yes. I'm just relating what I found from consulting The Googles. You're not the first person on the internet to wonder how the feat works, and what I read about the matter made sense to me.

Can you provide more information on what the bug is that you're experiencing with regards to this feat? The feat appears implemented correctly as far as I can see and working as intended.
It's not entirely clear to them how it's intended to work; does the x2 CON minimum apply to the full result of a Hit Die roll (so 1dx + CON), or just to the die roll (the 1dx)?
From what I've read it applies to the full result of a Hit Die roll, but the wording is somewhat confusing.
