while leveling up my sorcerer to level 3 and adding/editing Spells, i noticed that one of my level 1 Spells was also listed as Level 2. I found no explanation for this behaviour of the character builder and suspect a bug, but i am also pretty new to dnd. I linked my character below.
It's not a bug, it's showing that you can use a level 2 spell slot to cast that level 1 spell (and automatically use the level 2 slot on your sheet)
You can turn this feature off from the character preferences under manage (cast spells at higher level). You'll still be able to do this from the sidebar by clicking the spell and selecting a higher level slot to use, but it'll no longer display as a 2nd level option in your spell list.
In D&D, when you cast a spell, you can use a spell slot of a level equal or higher to the level of the spell.
So as an example, Burning Hands contains this wording:
At Higher Levels. When you cast this spell using a spell slot of 2nd level or higher, the damage increases by 1d6 for each slot level above 1st.
So, by default D&D Beyond is going to list Burning Hands with your level 1 and level 2 spells, but the listing in the level 2 spells will do more damage.
In D&D 5E, you can use a spell slot of any level equal or greater to the spell's level to cast a spell. So, as an example, Burning Hands can be cast with any spell slot - since it is a 1st level spell. Some spells have increased potency or effect when upcast - this rule appears in the text for the spell. If the spell has a rule, it'll be called out with "At higher levels" like the quoted part.
D&D Beyond generally doesn't list up-casted spells for spells like "Comprehend Languages" that don't benefit from using a higher-level spell slot since, you know... just because you can cast Comprehend Languages using a 9th level spell slot does not imply there is ever a sane reason to do so.
In your Character's Options, there is a switch labeled "Show level-scaled spells." Turning that off will hide the up casts from your character sheet.
