If I make a list of options under a trait, I don't see a way to allow the player to choose more than one of those options. For something like the Variant Human you can see "Choose 2" in use for their Ability Score Increase, but that works because they are both Modifiers, not Options. Related: If I try to make another trait of the same name and duplicate the first, then adding options to that changes the original trait.
EG I'm trying to make a trait called Spirit Gifts with 8 options and I want players to be able to choose 3 of those options. I see no way to do that within the trait itself. If I make another trait, also called Spirit Gifts, and try to add the same options to it so that it shows up twice in the character builder, then every time I add an option to the new one it shows up as a duplicate on the original. In order for it to work right I have to name the traits something like Spirit Gift 1 and Spirit Gift 2 and do all the work of creating the options all over again. And then I have to do it all over again for Spirit Gift 3.
Additionally, I would like to be able to increase the effectiveness of some options if the choose it twice. For some things that's not hard, but for others it is. EG, one of the gifts is called Keen Hearing. If they take it once then they get advantage on some stuff and it's harder to surprise them. If they take it twice then they have the base plus they get Blindsight. This is not easy to accomplish.
So it looks like you can do this with a Class (See Monk: Way of the Four Elements). There is a "HAS OPTIONS" checkbox and "CLASS LEVELS WHERE OPTIONS KNOWN" text field that seems to control it, but Race does not have those.
