The description of the Rot Troll does proceed to say that it loses its ability to regenerate and that's reflected in the stat block with its Degeneration trait. I did double check the physical copy and it doesn't look to be missing there either.

Problem is the stat block doesn't actually say how much the troll regenerates. Does it regenerate at the same rate if inflicts necrotic damage on creatures within 5 ft? Does it regenerate at the same rate as a common troll? Some other rate?
"Eventually a rot troll becomes unable to regenerate, though it still heals normally." Eventually... at what point? When it hits 0 hit points?

I believe that's more so lore if anything - essentially Rot Trolls have completely "lost" their ability to regenerate. Mechanically speaking - they aren't given the regeneration ability - only the degeneration ability (the note regarding it healing normally means for something like a long rest).
As per the description, "The troll’s body withers, and the flesh falls away from the body as quickly as it forms. Eventually a rot troll becomes unable to regenerate, though the troll still heals normally." This would imply that it is regenerating its flesh as fast as it falls away. Degenerating at amount/round & Regenerating at amount/round, therefore negating its regeneration ability. However the second part of that description which states that eventually it becomes unable to regenerate, but can still heal normally, implies that it wouldn't work for my explanation since it would degenerate itself to death. Common sense would tell me that it has to have some form of regeneration to compensate for its degeneration or it would just die. I gave it half the normal regeneration that a troll would have in the encounters I use it in.

The statblock doesn't say anything about the Rot Troll regeneration, although the characteristics text below the statblock says it does regenerate.
