The 2024 NPC sheet has a major issue: damage modifiers are not being applied or displayed on NPC attack lines. To hit and damage feel like two completely separate entities now, attack rolls show correctly but damage numbers omit modifiers, making combat inaccurate and confusing. I'm not really sure what you mean by all this.
Just pulled up a Scout Monster in Maps, and modifier were all linked properly? Can you link to a specific stat block that is having this issue?

If you're talking about the stat blocks themselves, not sure what you're not seeing:
