I have some custom races I've built and in the builder I've labelled them as belonging to certain core races, like dwarf, elf, etc. The problem with this is that it doesn't seem to matter as trying to use these as prerequisite traits actually works to block access to things with them as a prerequisite. For instance, I have several racial feats that don't show up in feat listings in the character builder unless I remove any racial prerequisite from them.
Here are two prime examples (only moderators can access since they're private homebrew and since I'm only requesting assistance from moderators, it's only them who need access):
Unless I've screwed something up somewhere, this feat should only be available to elves but by putting in that prerequisite, the feat doesn't show up for my elven race.

The Race Group setting is for grouping a race in the selection page, but it does not uniquely identify a race you create as belonging to that category. For that, it would need to be either a variant or subrace.
I believe if you create your Olve race (or other races) as "Variants" instead, you will have the same effect of completely unique traits unaffected by the Player's Handbook races, while still being able to benefit from the racial prerequisite settings.
I have just tested this out on a variant elf race homebrew, and it does appear to work. Note that when adding modifiers you will be able to "replace" the base Elf features, which should remove those traits as intended, adding in your own variants.

Yeah, it does bother me that we can't simply toggle a homebrew race between base, variant, and subrace. The structure of their traits are nearly identical.
