So I am a level 3 Artificer. I went through and bought some spells from sources (Cauldron, Players Guide) and would like to be able to cast a few specific spells. For example, Fly, which is a level 3 artificer spell. I guess I'm not quite sure why only level one spells and cantrips are showing up as options to learn on my character sheet/spell management. Do I need a higher intelligence to be able to cast these spells? I am showing having three level one spell slots despite being level three.
Take a look at the Artificer Table. If you look all the way to the right, you will see the header 'spell slots per spell level'. This shows you what level you need to be in order to cast a spell. As a third level spell, you need to be a 9th level artificer to cast it.
The level of your spell slots (and subsequently what level of spells you can learn) is different from your overall level.
A full spellcaster (Wizard, Sorcerer, Druid, etc) basically gains access to the next level of spells they can cast for every two character levels they gain: A 3rd level fullcaster has access to 2nd level spells, 5th level fullcasters get 3rd level spells etc. until they get access to 9th level spells at level 17.
Artificers (and a few other classes) are half-casters, which means their progression is halved with this formula. A half caster gets 2nd level spells at level 5, 3rd level spells at level 9, 4th level spells at 13, and 5th level spells at level 17.
As Talcoram said, your artificer needs to be 9th level to be able to use Fly.
