At 6th level, you learn two spells of your choice from any class. A spell you choose must be of a level you can cast, as shown on the Bard table, or a cantrip. The chosen spells count as bard spells for you but don’t count against the number of bard spells you know.
So this implies that you get (2) additional spells that don't count towards the number of bard spells you know.
At 20th level bard you have a Known Spell limit of (22) known spells. So with College of Lore, you should have (22) + (2) = (24) known spells then. However, when I make my bard spec for 20th, I'm still stuck at (4) cantrips and (22) spells. Why is this? I am able to change my (2) magical secret spells at higher levels, which allows me to change (6) bard spells into any spells I want. Isnt this against what Magical Secrets is for? Leveling up allows you to change your spells, so shouldn't I be allowed to only change out my (2) magical secret spells for (2) other spells at a higher or lower level, but still only be allowed (22) bard spells?
A pure College of Lore Bard has a maximum of 0 prepared spells. Correct totals at level 20 are:
Bard Cantrips Known: 4
Bard Leveled Spells Known: 16
Magical Secrets (can be cantrips or leveled spells of any class, up to a maximum of a level I will specify here, or can be swapped out on levelup for a higher level spell that must be a Bard spell) known: 2x each of levels <= 3, 5, 7, and 9 (8 secrets total).
Spells Prepared: 0
That's a total of 28 spells known, ignoring variants by spell level and casting class.
Okay looked again at "Magic Secrets" for just a bard, no college:
Get (2) spells from any class for levels 10, 14, 18. So that's (6) spells from any class
Lvl 20 bard has (4) cantrips and a max spells known/prepared of (22): (6) spells from any class and (16) bard spells
That's (26) total spells.
With the College of Lore, you get (2) spells from any class at level 6.
So that should set you up with 28 spells total now.
However, when you create a Level 20 Bard from College of Lore, you only have (4) cantrips and (22) prepared spells, not (4) cantrips and (24) prepared spells. So is this a bug in the software or something with the rules I'm missing?
If I had to guess, I'd guess you were failing to assign the subclass features appropriately in ddb's UI. But I get an API error when I try to load the character builder, so I can't take a look personally.
Try making a character at level 6, not 20, so your topmost level is the one with additional secrets. Then take a look and make sure you're actually assigning all your features.
I had this same thing with my lvl20 Lore bard - Magical secrets didn't show on the spell list in the builder editor, but did appear on the character sheet itself. I think it's just how it's coded, so there isn't a conflict if you tried to change the spells via the spell list and unlearn them, so it wouldn't conflict what was chosen in the class features tab.
I had to jump through some hoops to get my 6th level spells added, because the XGtE spells didn't come up as options. I can't remember how I fixed it, but it happened.
As a CoL Bard, you get two extra known spells.

Yes, the Magical Secrets that come at levels 10,14 and 18 do give extra slots. These come to all Bards.
The Additional Magical Secrets that come to Lore Bards also come with two extra known spell slots. This is specifically for Lore Bards. It is probably intended to keep Lore Bards for having a trade off of giving up other regular Bard spells at this level to keep them comparable with the other Bard subclasses.

Just saw this. This is directly from the description for magical secrets in case it's still not clear:
A 20th level bard knows 22 spells. 16 of those are standard spells from the bard spell list and 6 of those are from magical secrets.

A 20th level lore college bard knows 24 spells. 16 of those spells are standard spells from the bard list and 8 of those are from magical secrets.
