I’m building a 16th level Open Hand monk and I noticed that, under the 5.0e rules, I could give him 20 WIs and 20 Dex if I gave him stats using point buy and his starting human feat was Observer. It seems that a 16th level monk is limited to 19 in WIs and Dex in the new rules, which is a significant downgrade in effectiveness.
Then if you go 1 in each Plus 1 in con, so you don’t slack. That’s 16/16. Then 4 8 12, that’s 19 in both. Then 16 29 in both dex/wis. That’s the breakdown. If you want 20, without any aid along the way.
As others have said. You can start 15 in both Dex/wis
level 1 put +2/+1 Dex/wis: Dex 17, Wis 16
level 4: ASI +2 Dex: Dex 19, Wis 16
Level 8: ASI +2 Wis: Dex 19, Wis 18
Level 12: ASI +2 Wis: Dex 19, Wis 20
Level 16: Feat +1 Dex: Dex 20, Wis 20.
I don’t have the book but I thought all General feats gave a +1. Take the feat whenever you like and adjust accordingly.
They do but some specify certain abilities (Str,Dex). I didn’t go that route because just wanted to show how to get to 20 within the rules. If you do go half feats (gen + asi) you would not be able to get to 20 in both at 4/8/12/16. You would be capped at 1 feat along the way, besides your origin feat.

Just showing that there are multiple ways to get there. And since feats are no longer “optional” like they were in 2014 then most players will probably want to pick up one along the way. And, yes, you would have to take a feat that gives a +1 to Dex.

Well without more information we can only guess at what you are doing. Observer isn't a Background Feat in 2024.

You can get 17-16 in opening stats with point buy, and three ASIs get you 19-20, so you're better than that by 12th.
Point buy gets you 15 dex|wis.
