I am confused about the second and last paragraph.
It states "When you take the Attack action on your turn, and use this special attack as part of it, you can spend 1 ki point to make the special attack twice as a bonus action.
When you gain the Extra Arrack feature, this special attack can be used for any of the attacks you make as part of the Attack action"
So what is it? A regular Attack action, a bonus action, or both? Does it only use Ki points if I want to fire two off, so if I only fire one off its free?
It doesn't cost any Ki points to do it as part of the Attack action. Once you've done it as an attack action, you can then spend a Ki point to do it twice more as a bonus action on the same turn.
This works exactly like making an unarmed attack with your action and then using Flurry of Blows with your bonus action, if that helps at all.

Just to make things one thousand percent clear. When I do get to level 5 and get two attacks per action. In theory I can do attack with my action, I can fire two sun bolts for free, use a Ki point and fire the two bonus sun bolts so fire four sun bolts in a round? Or could I punch a guy with one of my attacks, fire a sun bolt at a flying enemy and blast off the two bonus sun bolts with bonus action? Or is to limited to only one sun bolt per attack action since the wording of the ability is "fire a ranged spell attack" and you most of the time you can only do one spell per attack action. So the most you can do is 3 a turn?
If you have extra attack, you can replace each of those attacks with a Radiant Sun Bolt for free. If you spend 1 Ki point afterwards, you can fire off 2 more as a bonus action. Total of 4 per turn maximum.
Does this mean if you have nick weapon mastery you can make 3 radiant sunbolt attacks on the attack action starting at 5th level? It does say radiant subolt can replace "any attack you make as part of the attack action"
Since radiant sunbolt as a bonus action is basically flurry of blows, would anyone allow a third radiant sunbolt on the bonus action at 10th level now that FOB also moves up to three attacks?
These would provide a much needed boost to a this subclass.

Radiant Sun Bolt does not have the Nick mastery so Weapon Mastery does nothing for you. Nor does it have the light property that Nick needs to move it to the Attack Action. Now you could wield two daggers make one dagger and one RSB attack and another dagger Nick attack then use a Ki to do two RSB as a bonus action, as far as I can tell.

No, I think it’s very clear that you get two extra bolts as a bonus action if you spend a Ki Point. The other thing that does this is the Monk’s class feature Flurry of Blows, which lets you spend a Ki Point to make two unarmed strikes as a bonus action. The whole point of this thing is to provide a ranged alternative to Flurry of Blows, which is why it works exactly the same way.

Basically, RSB is Flurry of Blows. The only difference is that Sun Soul doesn’t get a bonus action RSB like the Martial Arts unarmed BA attack.

It doesn't cost any Ki points to do it as part of the Attack action. Once you've done it as an attack action, you can then spend a Ki point to do it twice more as a bonus action on the same turn.
