Does a drunken master monk have to have a standing opponent to use the disengage given as a technique at 3rd level? I was fighting, used ki for flurry of blows and wanted to use my disengage action to reposition. Since I dropped my foe, my DM said I couldn't use the disengage action because there was nothing to disengage from. The description of disengage only says your movement can not provoke an attack of opportunity. It doesn't say anything about whether you have to be engaged or not to utilize it.
If you used the attack action on your turn you can spend 1 Ki point to take the "Flurry of Blows" bonus action. As a Drunken Master Monk you gain an additional 10' of movement and the benefits of the Disengage action.
"Step of the Wind" can be used at any time without any other prerequisites to use the Dash or Disengage action. If there aren't any targets within range of you to hit you could do that instead of using "Flurry of Blows" (although at that point I don't know why you would want to Disengage since you're probably not at risk for any opportunity attacks). If there are enemies in range to use "Flurry of Blows" then you are getting the benefits of the Disengage action until the end of your turn for free as part of your "Drunken Technique" feature.
Were there more monsters around that you were trying to move past that you would need to use disengage? But as Tiger said, there are no other conditions to the usage of the ability, so you would still have access to use it regardless of whether your opponent was alive or not.
“At 3rd level, you learn how to twist and turn quickly as part of your Flurry of Blows. Whenever you use Flurry of Blows, you gain the benefit of the Disengage action, and your walking speed increases by 10 feet until the end of the current turn.”
You don’t need to “be engaged” to disengage. You could be all by yourself, disengage, then walk past a whole bunch of baddies. Disengage has no required status before using.
Disengage:
”If you take the Disengage action, your movement doesn’t provoke opportunity attacks for the rest of the turn.”

You are absolutely correct.
