Does casting Hunter's Mark, which has a verbal component, break stealth?
To me, the logical approach would be that as long as the stealth check exceeds passive perception of the target, stealth should be maintained. Nothing that moves stealthed is completely silent unless under a silence spell. It seems that an adventurer that relies on stealth would have the skill to whisper a spell quietly without being noticed.
Another thing to note is that we don't know the actual wording of the spell. It could be one word that a PC can say a split second before releasing an arrow.
Pretty sure verbal components and stealth are dependent on the distance by which the spell is cast. There is something on the DM screen that has distance and sound that I've seen referenced before.
RAW the act of casting any spell, even one with just a vocal component, should break things like stealth, invisibility, hiding, etc. RAI, I’m with the others that I let it slide unless you’re close. Besides if your that close then you’ve probable lost the stealth anyway even if you don’t realize it.

Hunter's mark has a 90 foot range.
As a DM I let it slide on the Vocal unless creatures are very close
. You can subvocalize and say your hunters mark very quietly.
Nothing really says you have to shout out your verbal.
It depends on your DM personnaly unless your within 10 ft than no
