I have a Rogue in my party that is thinking of taking a level of fighter, mainly to get the Two-Weapon Fighting Style. She has high Dex and would be able to get a nice damage bonus. She is a Scout currently and thinks long term and I can see her eyeing the idea of the Sudden Strike with the bonus attack on top of her Two Weapon Fighting. I actually like this idea, but I am a new DM (first campaign) and I don't want to make it too unbalanced. I realize that by the time we get her to character level 18 I won't be so inexperienced, but I don't want her to be disappointed after committing and when she finally gets there expecting to be able to do 3 attacks a turn, potentially two of them being sneak attacks, and me to just say not that doesn't work you only get two attacks.
So I guess my questions would be:
1) Does, according to standard rules, Sudden Strike give you a third attack if she is two weapon fighting?
2) If not, would giving her that third attack at level 18 that be an issue?
If you have 2 light weapons you can use a bonus action to attack with your offhand, with the loss of the damage bonus on that attack.
The scout ability allows you to make a second attack as a bonus action with sneak attack.
So regardless of additional feats or weapon styles, they will still only get two attacks per turn. However at lvl 18 they'll be able to deal over 18d6 in a round (2x9d6 sneak attack damage plus weapon damage with the possibility of crits as well) so given the very high damage the scout will have at that level I would consider it a bit op to give them the 3rd attack.
The rogue sneak attack is along the same lines as cantrips, as the player increases in level the power of these increases to match the number of attacks that other classes like the fighter have.
Agreed - both Two Weapon Fighting and Sudden Strike require the use of a Bonus Action and a character only gets one Bonus Action per turn, which means it is not possible to use Two Weapon Fighting and Sudden Strike together.

But with sudden strike the second attack can include ability modifier and a second sneak attack (as long as it's a different enemy)
That is correct.
