Could I please have some really quick help, I have no idea what to do. A player decided for our MTG based campaign that they wanted to be a warlock from Theros that's patron is Kroxa. In full flavour reasons I think they should have alot of chain/eating related abilities. But I'm not sure what spells and items to give. Should I fully make their character custom with items and spells and stuff?
Should you? Only if you think it's fun doing it. I don't mean fun for your player, I mean fun for yourself. Is your game based in Theros? If not, then they are imposing on you, and you don't owe them any special favors. If you are amenable, I don't know of many spells off hand. Create Food and Water can be done by Genie pact Warlocks. That's about it for spells. Warlocks don't provide buffs for anyone but themselves really and they don't summon a whole lot.
Kroxa appears to have been a Titan, locked away by the current run of gods, and no more than a whisper and a memory, but he's highly evil, so you might want to consider that 1) The gods don't want him having anything to do with mortals, and 2) Unless you like evil player characters, your character is likely to be at cross purposes with their Patron.
I don't know what you mean by "chain" though. Like restaurant chains? I know nothing of MTG settings. For those the Cauldron might be good, and Heward’s Handy Spice Pouch might be of limited use. Warlocks do have some charm type spells they could use on customers, but I wouldn't recommend it, I have the vague impression that Theros has something to do with Guilds and using magic on customers could get a Warlock put into their Caldron and used as part of the stew.
You might suggest the Chef feat. I wouldn't create their entire character for them. I like the idea of The Genasi Race as it seems such an obvious choice for a Genie Pact Warlock.
All right. Fair enough. I can see that none of the things I said except maybe the bit about Kroxa is helpful. Let's see... Kroxa, Titan of Death’s Hunger, embodied the terror of death—and its insatiable gluttony for new creatures to consume would be found in Tizerus, trapped inside the palace of Erebos. He's not worshipped by mortals, which makes him perfect as a Warlock patron, and the only real choice there would the The Fiend. As such, Tiefling would be the obvious race, and if you want him to use anything like his signature weapon, your player will probably want Pact of the Blade. The only thing that vaguely resembles a chain with a blade on the end is a Kusarigama, and you'll have to homebrew that based on the stats of a whip if you want your player's character to have one. They won't be able to use one until they hit 3rd level and get Pact of the Blade, but they can carry it around until then and use it perhaps as a component in spells, waving it around for the Somatic component, and possible as the Material component for spells like Green Flame Blade.
You get two cantrips at first level, Eldritch Blast is a must for any Warlock, and you keep it in mind for future Invocations. Sword Burst is about the only other cantrip that might be useful and fit the theme. You want either force damage like Eldritch Blast does or Fire damage because that's what Fiends are all about. You can imagine the Sword Burst as your weapon whirling around and striking people who come near.
First level spells would be Hellish Rebuke and Burning Hands. At second level you get one more, but it will depend entirely on your player what they want, I have no suggestions. You also get two invocations. Agonizing Blast is mandatory for your Eldritch Blast, there are too many others that could be useful, and again will depend on the player's wishes.
At third level they get Pact of the Blade, and their boon allows them to create a weapon, this would be your Kusarigama, or take a normal, non-magical one and bind it to yourself. They also get one second level spell, and the only one that really fits is the upgrade on Sword Burst, Cloud of Daggers.
At forth level they get two points to put into their ability scores, probably in Charisma, or a Feat, one cantrip, I don't have a clue what, and one second level spell, and I don't know what that might be. That's as far as I can take it. Too much player input is needed for me to offer even vaguely sensible choices.
Yeah, bishop and folktastic have it. Don’t homebrew a full class and spells, just flavor and re-skin existing stuff. Then you know it will be generally balanced.
Thorn Whip cantrip is a good simulation of this - 30’ melee spell attack, piercing damage, and optional 10’ pull.
You can accomplish all of that with proper Invocation choice and Eldritch Blast... although I don't think it would be too game breaking to have your DM ok having the Blast Invocation effect a different cantrip, such as Thorn Whip. It actually limits the character's options, so... up to your table.

The Bead of Nourishment is a Common magical item, you can hand out as many of those as you feel like. The Alchemy Jug produces edibles. The rare Cauldron of Plenty, while weighing 50 pounds, can feed an entire village. I almost forgot the Decanter of Endless Water which might come in handy.

Flavor the Eldritch Blast as a chain bursting out of the character's hand/body... all done. Gean's input above is good, as well...

I wanted to suggest Thorn Whip, but it's Druid and Artificer only. Adding something to the rules is ok. Breaking them, less so.
