(Disclaimer: sorry for my grammar as its not my native language, and somehow grammarly is not supporting me here xD)
Idea of both bachground and warlock starting point (with Fiend as a Patron)
is being "devil" personaly - a tiefling looking humanoid that have specific item/relic on start as a powercage, a filacterium, item that somehow trapped both memory and powers of higher devil from Hell;
hero as a warlock is patron for himself, but without full knowladge nor unterstanding of it (untill higher lvl and proper campaign settings so such story can be personaly developed)
each lvl up as warlock allows Fiend to gather more and more memory and understanding of powers withing from Relic-Trap and being more and more powerful being
final point is moment when Fiend regain memory knowing how he/she become imprisoned in item (eg. by Asmodeus himself - lets go big here hahaha) and understanding that in this plane of existence there is no magical/phisical way to breakfree - warlock powers might be simple lost due to losing this relic or certain behaviour that stand in opposition to regained memory and hellish ambision. that doesnt mean hero is generic evil person - more like "advocatus diaboli" for himself, a true tiefling that feel being "lucifer" alike sweet boy wanting to pleased himself and his ambition of being "golden boy/girl" for his team, both in the eyes of allies and foes.
Fiends generally have a sort of reincarnation deal where by if they die they get reborn and generally they come back as a lower form of fiend. So if you were to say that the character used to be a powerful devil (Pit Fiend for example) then maybe they died and Asmodeus punished them by reincarnating them as a mortal on the material plane instead of the Nine Hells. Now as a Tiefling they are trying to gather their power back.
The nature of the pact to be a warlock they have is: If the Teifling can get enough power as a warlock they can eventually cast True Polymorph and revert back to being a Pit FIend then, and only then, will Asmodeus will allow then to return to their previous position in the Nine Hells. Obtaining a pact boon (either blade, chain, tome or tailsman) at level 3 is the first challenge they have. Asmodeus locked away their previous power in that boon and when they level up they siphon some of their previous essence into the mortal form to grant them their spells and invocations.
Then if and when they get to cast True Polymorph they can decide to either become a Pit Fiend again or remain as a mortal.
As long as you can flavour your choice of spells and invocatiosn to reflect your previous Fiendish form you should be ok.

Bruh! Like you were there :) - that was main idea how to handle background - whole story (backstory) of being fiendish noble/warmonger/higher fiend that works next to Asmo and basicaly screwup some hellish work to be done - Idea was to make it a full scale devilish intrigue where hero end up in double crossing Asmo but in the final moment, risking whole thing to collapse, decided to sell his team to Asmo hoping for redemption --> in return, yeah he wasnt desintegrated by Asmo, but nothing goes without punishment in Hell, so yeah hero is alive, but caged into quasi-astral prison inside of hellish relic, where his soul is pured into Tiefling body. So yeah he is spared but also punished.
His goal is to regain his position and Asmo favor and be back to Hell but due to story and campaign I can hope for some relations with new teammates and decide to Stay in First Plane as a Tiefling accepting limitation of those powers.
I was having another think about this and you coudl probably do this one better with the Genie Patron. You were a Genie, made a badly worded wish and wound up being a mortal with all your previous power bound to a lamp until you can find a way to undo your previous wish.

I've been playing something not unlike this in order to play "as a dragon", i.e- the original CR17+ dragon was cursed, trapping him in his dragonborn disguise and separating him from the bulk of his powers. Levelling up, gaining spells etc. represents tapping into more and more of that former power, then true polymorph will be used to change back "permanently" (technically it can be dispelled by anyone, but I don't think my DM will do that to me).
I think this is the way to go for the "devil himself" idea; I've had a lot of fun playing "as a dragon" this way, being cryptic and mysterious about his past and motivations, or dropping hints, and picking spells and what to do in situations on the basis of who he was, rather than who he currently is. He was also a neutral evil dragon, not cruel but ruthless, and it's fun to try and hide that while dropping in something now and then like arguing in favour of not helping when there's no benefit to him in it etc., i.e- play it in disguise, but let the true colours show now and then.
Of course you could also play it openly, lamenting the injustice of being made mortal etc., up to you!
But yeah, it's the easiest way mechanically to play it, as it requires no homebrew unless you want to work with your DM on a stat-block for the eventual return; in my case for example the dragon's monster stat-block is customised to better reflect the character (different skill bonuses etc.) and has some built in spellcasting so I don't lose all my favourite utility spells by "changing back".

Idea with Genie is epic - I was talking with my wife for like 4-5 hours about this idea and its epicly nice and super climatic for dnd most campaigns as Genies & Wish are high end stuff that we all like/want in sessions and adventures.
BUT (and its a big butt to me) I somehow dont like genie-ish style - just not my flavor
I want epic background only to show that we can develop devilish being to more "mortal" alike and more moral & true friend relationship then just ambitious rush for power and going bach to hell (maybe even some stuff alike Lucyfer (serial) or behavious shift and character development like Zuko in Avatar , from bad to still angry-kiddo but with friends xD)
I like homebrew as DMs but never as player - strange isnt it? - why? Cause somehow i like to play it "that it was suppose to played" neating campaign by sheer force of will and character personality (bards & warlocks are my favorites class and I used to by Face or semi-Face joke teammate)
True Polimorf sounds cool but probably i will try to get back my winds and thats it - my dream-session is somehow close to critical role when Fjord lost/regain his powers.

what do you think?
I think I can see this working.
