first inspiration: the invocation from the Unearthed Arcana that allowed a warlock to cast fireball on the target of an EB as part of the attack. I read that this was discarded because of the potential for ludicrous damage.
I wanted to think of an effect that could be added to EB but wasn’t damaging and potentially stepping on sorceress toes. I looked at the Wiz/Conjurer level six ability to swap places with another character. You can do this once, or lys once again every time you cast a conjuration spell (interesting refresh system).
What would you think of an evocation that allows you to either (a) teleport to a space adjacent to the target of an EB (possibly consuming a misty step use, or having a refresh mechanic similar to the above ability) or (b) swapping places with the target after they take damage.
what considerations should go into developing this ability more?
Well you already have acces to the Relentless Hex Invocation (see Xanathars Guide to Everything and possibly a UA) which requires you to be 7th level Warlock and is basically "teleport to a target you've previously hex'd" (abridged description of how it works), so if you want to use Eldritch Blast instead I'd probably just replace the word Hex for Eldritch Blast in its description. One caveat to that would be the Relentless Hex Invocation really seems tied to using a concentration based spell to get the teleportation effect so you might want something else in there such as "When you target only a single creature with your Eldritch Blast you can use a Bonus Action to teleport to an unoccupied space within 5ft of the targeted creature."
The resource management side of things would need to be addressed as well as the Relentless Hex would use a spell slot and Eldritch Blast doesn;t so you might need to limit the number of times you can use that teleport with eldritch blast to a number equal to your proficiency bonus or similar.

That’s excellent advice so long as the warlock chose hex as a focus, and it sounds like they chose to go another way. Hex and the Hexblade curse are good (hexblade curse it a little too good as it doesn’t even require concentration). I’d say, based on the initial post, in order to ensure this isn’t just free resources, it should be a once per short-rest ability. Something like:
When you hit a target with your eldritch blast you may immediately cast misty step without expending a slot to appear in a space within five feet of the target. You may use this ability once as written per rest. If you wish to use this ability an additional time before resting, you must expend a spell slot to do so.
