Pact being ended doesn't mean that the powers are gone. It just means no new powers will be given (class progression).
Warlock pacts are not a subscription service. Once you have the knowledge they give you, it doesn't poof out of existence, or drop like a cell phone signal.

If a DM wants to end your Pact, they will. Deck or no deck. The opposite is true as well.
