I'd look at picking up toll the dead as my second cantrip. In most situations, you're likely going to spam eldritch blast. But, if a target has cover having a save vs cantrip that does not rely on an attack roll and ignores cover could be handy. Bells are also a very nautical thing, so ringing the bell when it hits them is flavorful. Hex is a pretty standard warlock pick. I'm a pretty big fan of Hellish Retribution too. There's nothing like giving it right back to someone when they dare to hit you. For invocations, I'd probably pick up Agonizing blast and repelling blast. Gear's pretty standard. Adventurer's pack, leather armor to start. You'll likely want to upgrade to studded leather as soon as you can.
I dont think you can get 16 cha on a sea-elf. A suggestion, would be to at least consider half-sea elf. You can get your cha to 16, with the +2, and you can also get a +1 to your dex, so you can get 16 there as well. You have a +1 to put somewhere else, con is probably most useful. Tridents are pretty bad weapons, and require you to use str to hit. That makes you dependant on multiple attributes, and while it's doable, it's rarely a good idea when it can be avoided. Really, you probably don't want to be in melee combat with a GOO warlock anyways. I'd roll with a dagger for emergency use, and the crossbow if you happen to need a physical attack. Both of those key on dex, which you want to be good for your init, AC, and things like acrobatics, if you train it. For skills, deception and intimidation are obvious and key off your charisma, which you want to be good.
The pirate background is a pretty obvious pick.
I'd consider pact of the tome at level 3 to pick up 3 cantrips from any class. You probably won't want damage cantrips as you already have the best two (imo) cantrips in the game with Toll the Bell and Eldritch Blast, so I'd pick up utility stuff. Guidance is always a good pick, I really like prestidigitation and mending too.
Also, you are not proficient with a net, and RAW, you are always at a disadvantage with one technically, since it has a short range of 5. As a ranged weapon attack the target will either be at long range, OR in melee range, both of which grant disadvantage

I'd pick up a utility cantrip for your second cantrip at 1st level. Mage Hand is one of my personal favorites and Prestidigitation is a close second. Armor of Agathys is a nice 1st level spell for when you're stuck/trapped in melee that scales as you increase in level, although as crzyhawk said you want to avoid melee if at all possible as a Warlock unless you pick the Hexblade. Hex is great for stacking damage with Eldritch Blast and Agonizing Blast and Witch Bolt is nice sustained damage for the first few levels, but it doesn't scale very well after you get 2nd level spell slots.
One thing to keep in mind, warlocks only have 2 spell slots so you're going to be using your cantrips and eldritch invocations most of the time. I recommend spells with durations or emergency spells like Thunder Step for when you get trapped in melee and you don't want to be there.
