My question is, can you choose where you appear in the body of water? Is the one mile range the distance between you and the body of water or the distance you can travel?
If you're standing next to a large lake can you use this ability to teleport yourself to the other side of the lake, even if the other side of the lake is over a mile away?
(1) Yes. Unless your DM specifies otherwise, you can choose where you appear. (It should be a place that you have seen, or can clearly articulate. If a moat passes through a castle that you've never been inside of, you might hurt yourself trying to use this ability to teleport beyond the walls.)
(2) 1 mile is the total distance you can travel.
(3) No. 1 mile is your maximum distance travelled. No Ocean hopping.
Clearly you always appear on dry land while your party ends up at least waist deep in the pond. But hey for the 14th level ability you get to teleport once a short rest under incredibly limited circumstances.

It's the conflicting words. You teleport to a body of water and choose where to appear next to that water. Why can't you choose appear on the other side of the lake? It's the same lake that was right next to you?
It's in no way conflicting. The ability says you travel up to 1 mile, then provides the options for where you arrive, subject to the distance restriction.

Two: you appear in an unoccupied space from said body of water. If you can choose where you appear then you could appear any where near that body of water.
The target for the ability is the body of water.
(... Or within 30 ft of IT.) is the location where you appear.
I get where you are going with this. But, it says you reappear 1 mile away in a body of water you’ve seen (pond size or larger) or within 30 feet of it. It sets up the condition of 1 mile away that you reappear. That is the limit, 1 mile there is no way around that.
If it said you can teleport to a body of water within one mile of you and be either in it or within 30 feet of it your gimmick would work.
You don't teleport "to the lake", you teleport up to 1 mile, appearing in or near a body of water. As long as your arrival fits within the constraints of being 1 mile from your original location and within 30ft of the body of water, you choose where you specifically arrive.

The ability says you teleport to the lake. Let's say the lake is a 3X3 area.
Where do you appear if you teleport to the lake?
One being closest to your location three being the farthest from the location.
And for the sake of argument number two is your maximum one mile range.
This ability is basically an aquatic Transport Via Plants.
You don't teleport "to the lake", you teleport up to 1 mile, appearing in or near a body of water. As long as your arrival fits within the constraints of being 1 mile from your original location and within 30ft of the body of water, you choose where you specifically arrive.
