I'm VERY new to D&D, in fact, I'm still only part way through building my first character and trying to understand D&D Beyond as a tool.
I have many questions, but the first two are in relation to Dissonant Whispers, which might help me understand a lot of other stuff.
1. On my character sheet (the dnd online one) Dissonant Whispers says it has hit/DC of Wisdom 14. My understanding is that this mean I can always target a creature with the spell, and instead of rolling an attack roll to see if it hits, the targeted creature is always affected and instead has to make a Wisdom saving roll of 14 for the impact of the spell (in this case full damage and running away vs half damage and staying put). Is this correct? It seems the same is probably true of Hellish Rebuke and a Dexterity saving roll of 14.
2. On the character sheet 'Actions' page I have access to Daggers, Eldritch Blast and Unarmed Strike, but not Dissonant Whispers. Several questions: Is this attack page only related to combat? Is Dissonant Whispers not present because it isn't considered an attack spell? And does that mean it can't be used when in combat? Hellish rebuke is present in the Reactions section of the page which makes sense, but Dissonant Whispers is nowhere to be seen (can only be seen on the Spells page specifically).

Correct. If they roll 14 or higher, they succeed on the saving throw. 13 or lower and they fail.

That section of the character sheet will only list attack roll actions by default. Since Dissonant Whispers doesn't involve any attacks, it's not shown. If you want it to show up anyways, you can click on the spell to open its details in the sidebar, expand the Customize section and check Display As Attack.
