It's a recurring question, and understandable. People log into DDB, go in to use the character builder, and can't find content, so they come and post a bug report, and get responded to with "To use non-free content, you need to make a purchase in the Marketplace, etc, etc, etc".
A lot of software with both free and paid content shows all content, but when attempting to use non-free content which hasn't been purchased, alerts the user with something along the lines of "This content must be purchased in order to be used", and sometimes even allows the user to purchase it right then and there. So, for example, the list of Feats might show all Feats, but when selecting any of the non-free, non-purchased ones, instead of getting selected, a popup shows up saying you need to buy that to use it.
Now, given that in many cases even the names of things are copyrighted and might not even be able to be displayed to non-paying users, maybe that's not an option in this case, but maybe include an extra item in each drop-down (or equivalent) saying "Extra content available for purchase". That way, when someone starts using the builder, and goes to pick his Archaeologist background, instead of seeing an incomplete list, and wondering whether there's a bug, they get a hint that it might be there, just not for free. Of course, ideally, the background shows up, and when they select it, they get a popup, etc.
This is already what happens if for example you search for items that you haven't purchased, or find them in the spell/monster/item lists. It would be reasonable to take the same approach with the character builder.
