I am trying to create maul from an elephant femur and because of that I still want the properties of a maul with it being +2 magic weapon. But essentially the user would only be half proficient with it. So if they have a proficiency bonus of 4 they would only get +2 to hit from it and still get the extra damage from being magic. Is there a way to put this in so it automatically calculates? I want to be able to share this without people having to manually adjust it.

The homebrewer doesn't play nice with with modifying weapon bases. Your best bet is likely to have the player set the modifier manually.
