While they might not be constant builds, if you build a thrower you'll notice that there isn't a damage roll for not throwing a weapon. The +2 is built into all rolls even if the character is using the weapon as a melee attack.
If a weapon has the Thrown property, you can throw the weapon to make a ranged attack, and you can draw that weapon as part of the attack. If the weapon is a Melee weapon, use the same ability modifier for the attack and damage rolls that you use for a melee attack with that weapon.
What type of "thrower" are you talking about. If you mean someone throwing a Dagger or Handaxe, the above rule applies. If you mean something like Blowgun it's not a melee weapon. If you mean a Dwarven Thrower the extra damage is situational, so it's up to you to roll the extra. And it's still a Warhammer.
So for the majority of items, the melee and thrown damage are the same. For a Blowgun, it's specifically coded to not add your Dexterity bonus to the weapon's damage.
They're talking about the Thrown Weapon Fighting fighting style feat, which adds +2 to the damage of ranged attacks with thrown weapons. D&D Beyond applies that +2 to the damage rolls for all attacks with thrown weapons because it doesn't have a way to distinguish between melee and ranged attacks with the same weapon.
