If you check your account Marketplace page, at the top, does it say that your account entitlements are in sync? If not, there should be a button to sync your entitlements.
The Player's Bundle doesn't unlock all races, just pretty much all classes and subclasses. You'd need to purchase a number of other source books and even adventure books to get every single race.
If you want Tortle, you can purchase the Tortle Package to get it.

I purchased last saturday the Players Bundle to unlock all races but i don´t have more races then i had bevore.
Please help me or explain my error if i need any other sourcebook for unlocking all Races.

My Account is synced but i still can´t create a carakter like the turtle race
