Just tinkering with making a Giant Soul Sorcerer and the 18th level ability 'Blessing of the All Father' should allow the character to use 'Rage of Fallen Ostoria' twice between rests.
However in the 'Limited Use' section it still only allows it once per short rest (as if still just the 14th level version).
