I am only enabling 2024 phb source book for this, not using any extended rules or 2014 version.
I created a level 7 sorcerer, and a level 5 wizard to test this issue. None of these characters were able to equip the spell sniper feat at level 4 in the character builder or in the feats tab on the character sheet.
if you go to your character sheet, press on the feat tab and then manage feats button, you can see all the unavailable feats at the bottom with the prerequisite that you didn’t meet. I think there is some coding bug with the “and/or” conditions that is preventing a caster from having this feat
The issues above were fixed months ago. If you’re not seeing that feat, then either your character truly doesn’t meet the prerequisites (Level 4+, Spellcasting or Pact Magic Feature), or you haven’t purchased the PHB and don’t have your character assigned to a campaign where it’s shared with you.

Yeah, this is a bug in the way they coded the feat. It only shows up at level 8 because you are over level 4 with the prereq.
I had the same trouble with Elemental Adept. Neither were available at level 4 or level 8 for my Sorcerer.
Known issue. For the time being, you can add it by turning off Feat Prerequisites in the builder.
Nice to see this is known. Have they posted a list of known issues? Gonna be a lot of these and would be good to check before posting bugs we find.
