Any character I create has no optional class features available. Older characters created (pre 2024 release) can still use them. This is with legacy content enabled and 2024 content toggled off. Optional class features is toggled on.
The new classes don't use the Tasha's optional features. Some parts of them were incorporated or made redundant.
If they'd wanted those features to be fully available, they would've included them in the class. Revising and rebalancing the classes, then having some optional features that change how they work only be there if you have a specific other book would have been a very odd choice.

It sounds like you're making a new class. There is no toggle to turn the 2024 stuff off. Extended rules controls the non-core books including Tasha's. If legacy is on, you can scroll down to pick a legacy class.
