I am the person in my group who has invested the money in D&D Beyond, and so I thought I could sub to the Master tier and let me campaign's DM utilize the potential. Now that I'm setting things up, it seems like I can't assign another player as the DM. Is this true, or do I need to keep digging?

With the way campaigns currently work, the person that CREATES the campaign is the DM.
What I suggest is that you get the DM to create a campaign, then send you the link so that you can join as a player.
Once you are in the campaign (assuming you have master subscription) you can enable content sharing for the campaign (click the blue button on the campaign page).
This will share all unlocked content from all members of the campaign.
