In the character builder of D&D beyond. Paladins should not have access to fighting styles when they gain their feat choices at levels 4,8,12,16 and 20. The only time they should get access is level 2.
Rangers also need access removed for fighting styles levels 4,8,12,16 and 20.
“You gain the Ability Score Improvement feat or another feat of your choice for which you qualify.”
A Fighting Style feat’s only prerequisite is to have a Fighting Style feature. Paladins and Rangers both have that feature, meaning those are feats for which they qualify and therefore a valid selection.
I'm not trying to be difficult but it seems that fighters have the fighting style ability giving them full access to fighting style feats while paladins and rangers only have one style given to them at level 2, not full access to all fighter styles.
Fighters:
Level 1: Fighting Style
You have honed your martial prowess and gain a Fighting Style feat of your choice (see chapter 5). Defense is recommended.
Whenever you gain a Fighter level, you can replace the feat you chose with a different Fighting Style feat.
Level 4: Ability Score Improvement
You gain the Ability Score Improvement feat (see chapter 5) or another feat of your choice for which you qualify. You gain this feature again at Fighter levels 6, 8, 12, 14, and 16.
Paladins:
Level 2: Fighting Style
You gain a Fighting Style feat of your choice (see chapter 5 for feats). Instead of choosing one of those feats, you can choose the option below.
Blessed Warrior. You learn two Cleric cantrips of your choice (see the Cleric class’s section for a list of Cleric spells). Guidance and Sacred Flame are recommended. The chosen cantrips count as Paladin spells for you, and Charisma is your spellcasting ability for them. Whenever you gain a Paladin level, you can replace one of these cantrips with another Cleric cantrip.
Level 4: Ability Score Improvement
You gain the Ability Score Improvement feat (see chapter 5) or another feat of your choice for which you qualify. You gain this feature again at Paladin levels 8, 12, and 16.
Rangers:
Level 2: Fighting Style
You gain a Fighting Style feat of your choice (see chapter 5). Instead of choosing one of those feats, you can choose the option below.
Druidic Warrior. You learn two Druid cantrips of your choice (see the Druid class’s section for a list of Druid spells). Guidance and Starry Wisp are recommended. The chosen cantrips count as Ranger spells for you, and Wisdom is your spellcasting ability for them. Whenever you gain a Ranger level, you can replace one of these cantrips with another Druid cantrip.
Level 4: Ability Score Improvement
You gain the Ability Score Improvement feat (see chapter 5) or another feat of your choice for which you qualify. You gain this feature again at Ranger levels 8, 12, and 16.
I apologize if I am coming off rude, I'm just trying to keep the unique parts of each class to themselves. This benefit is a large part of what keeps the fighter class a desirable and exciting class to play.
All three classes say in the very first sentence that they can choose any Fighting Style feat. Paladins and Rangers then offer an exclusive option as an alternative to those feats, but they can still freely choose one of the Fighting Style feats instead.
The quote you’ve underlined for Fighter simply allows them to change the Fighting Style feat chosen at level 2 each time they level up. Once Paladins and Rangers make their choice, they’re stuck with it.
All three classes then get the option of choosing any new feat they qualify for at level 4 (and certain later levels). Again, since they all have the Fighting Style feature, they all qualify to choose any additional Fighting Style feat. (Fighters are not able to change their choices made at these levels, and Paladins and Rangers are not able to choose that alternative option at these levels either.)

This is working as intended.
