but... all characters have the ability to Two-Weapon Fight as per the rules. If you make an attack with a light melee weapon, you may use your bonus action to attack with another light melee weapon, you just don't add your damage modifier to the second attack.
literally every character you ever can make has that ability. It's a standard feature of being a player character, regardless of class.
Two-Weapon Fighting Style (what you seem to be confusing it for) allows you to add your damage modifier to the second attack. And the Dual Wielder feat lets you Two-Weapon Fight with any pair of one-handed weapons, light or not.

That's not a bug, as explained in this thread (hence why people have been explaining what it is).
There are (confusingly) two different two-weapon fighting rules:
Two-weapon fighting, the rule that allows all characters to use their bonus action to attack with a light melee weapon
Two-weapon fighting, the fighting style, which lets you add your modifier to attacks made using the above trait
All characters get access to the former, that is not a bug
