The option "Override Base Armor + DEX" found in the Armor Class sidebar menu does the same thing as the "Override AC" option. It is my belief that the "Override Base Armor + DEX" option should, as the name suggests, only set the base AC, which will then have the character's dexterity modifier added to it and displayed on the character sheet.

I agree with this, why have 2 options that do the same thing, but imply they do different things
They do different things. Try on a PC with unarmored defense, like a Monk or Barbarian.
