Hypothetically speaking, let's just say I spent many hours building a complex character for a one-shot session that was meant as a prequel to the campaign my group would be starting later. And let's just say that the players took longer than expected so this one-shot became a two-shot. Now let's say that this character I made for this player in this campaign, I unassigned so that they could claim it and before we're about to play the next session this Thursday, she deletes it. And let's, again hypothetically, say that I forgot to make copies of these characters before unassigning them...
...could this hypothetical deleter undelete that character so as to save me from having to spend 4-6 hours remaking it for her?

Unfortunately, unlike homebrew items, there doesn't appear to be any deleted character archive from which a character can be restored. This is likely a means to stop people circumventing the character limit. I've prematurely deleted a few characters myself, thinking they'll not be needed only to want to use them later.
How many pages of backstory and description did you have that it will take longer than a few minutes to remake this character? Making new characters takes a while, but if you already have everything figured out, should be easy.
Your best bet is contacting support, but if what Dave said is true, their may not be anything they can do.
