I bought the Shifter race from the Eberron book 4 days ago, it even shows up under product licenses when I look on my account, however, whenever I go to make a character, it doesn't show up, is this a bug?

Yep. That is what the licence you posted says. This happens. If you contact support (link below) they might refund or change the licence. Note, you also have to buy the shifter subraces.
Question: what happens if you buy the "races" section of Eberron: Rising from the Last War but not the subraces? You should get Changelings, Kalashtars, Orcs of Eberron, Shifters and Warforged right? But you won't be able to use the Shifters because you haven't bought the Shifters' subraces?

That is not the way the marketplace appears to be set up in VGtM, MToF, or ERftLW. Each of these books has the subraces listed separately and in addition to the parent race.

Correct. You need at least 1 subrace to play as.

But I bought the VGtM subrace bundle in May 2018. It only has aasimar subraces, so those were sold separately since 2 years ago. Unless they changed it since then before it got changed back.

As of the 16th of April, I could no longer make anything other than the Variant Assimar from the DMG, and VGtM wouldn't even show up in the sourses dropdown of the race selection screen of the character builder until I bought the subraces bundle.

Already did. And I received no reply other than the email telling me the ticket was received and that they would get with me shortly.
I needed access to the content for a game, so I went ahead a purchased the subraces bundle.
I was sure to send a follow up to the ticket to let them know that I wasn't very happy about the unannounced change to content I'd had purchased for months.

When I go to select a source, Eberron does not appear, is this because I only purchased shifter?
You should see the source available even if you only purchased one race. Do you see Wayfinder's Guide to Eberron instead perhaps?

No, i just purchased the Shifter race from Eberron: rising from the last war , not the whole book
in my licenses it shows up as the following
