Do you have the relevant source toggles turned on (red) in the Character Builder (for example: "Magic: The Gathering" for Guildmaster's Guide to Ravnica and "Mythic Odyssey's of Theros")?

Nvm, had determined that some races were unlocked for Guilds of Ravnica but Vedalken was not. So when I saw loxodon but not Vedalken I was confused. The entire sourcebook had not been purchased.

you can purchase the vedalken character creation on its own for $1.99.
