Bracers of Archery should add proficiency in both shortbow and longbow, but it looks like it's adding longbow twice.
After equipping and attuning the bracers, the shortbow doesn't show up as a proficiency. However, when I hover over the longbow in the proficiency list, the hover text is "Bracers of Archery, Bracers of Archery" which makes me think longbow was added twice.
I just checked bracers of archery and they correctly grant proficiency with both shortbow and longbow - is it possible that you're using a homebrew magic item?
