Per recent book releases, Lineage Templates like Dhampir should be applicable to all races, and able to stack with a chosen base Race, such as Drow. If I choose Drow, I get no option to add a Lineage--if I choose Dhampir as the race, I have no option to choose a base-race.
Per Van Richten's Guide, if you use the Ancestral Legacy option, your race is instead replaced by your lineage and you only keep the specified elements from your race.
For example, a drow that becomes a dhampir is now a dhampir, but gets to keep any skill proficiencies from being a drow, as well as any climbing, swimming speed. To represent this on your character sheet, you can manually add proficiencies and speeds to your sheet.
Manually adding these features is not ideal; especially for folks with disabilities. The appeal of D&D Beyond is that it makes the game accessible and the character sheet easy to manage. For me, a person with heavy motor impairment, it's a godsend. Having to manually input features and racial abilities does not list them in the Special Abilities/Spell area, which makes it difficult to keep track of/remember.
The whole point of this forum section is to give feedback; telling people to 'just do this', is not inclusive or community minded.
I apologise, I wasn't trying to tell you to 'just do this', I was attempting to provide a workaround in the interim until the team is able to implement a more native solution to the character builder.
The team is aware that the character builder does not natively support the Ancestral Legacy option, as detailed here, here and here, and options for better supporting this in future are obviously being considered.
As for inputting these features, you don't have to do it entirely manually as the sheet does automate and simplify some of the selection process:
Adding a Skill Proficiency
Select 'Skills' from the bottom of the skill section
In the sidebar, click the skill you wish to add proficiency in
Then select 'Customise' and under 'Skill Proficiency Level', select 'Proficient'
This will give you proficiency in the selected skill, calculating all bonuses for you.
Adding a Speed
Select your speed, then select Customise
Type the relevant speed amount in the box next to the appropriate movement type
The weird thing is that if a Lizardfolk or Tortle became a dhampir, wouldn't they lose Natural Defense? It's not a skill proficiency or movement speed. Same thing with Goliath's losing half their carrying capacity. Or Kenku's suddenly being able to speak. It's weird.

the walkthrough is great for character creation, but would be nice to have a way to add to an established character, my group is playing through Strahd and would like to be able to easily add Dhampir
If you're in the character maker and selecting race, you want to select "lineages" and then the Gothlines(tm, Midnightplat) will drop down, Dhampir, Hexblood, Reborn. It's not the most intuitve way to do it, but I guess the powers that be at DDB thought it best to compartmentalize the Gothic lineages from the rest of the Races. Maybe if/when an active character takes on a lineage in game, some of the prior race's proficiencies are kept or what have you this way. Not sure why they'd do it like that otherwise.

I imagine since the acquisition of D&Dbeyond by WotC, there's probably some sort of system overhaul in the works, right.
Otherwise it's a bit strange that this feature still isn't implemented two years later. I just bought the lineages for myself to use in my character creation options and was upset to find that while the barebones are there it's kind of a 'do it yourself' feature. If I'd known that before purchasing, I probably wouldn't have done yet. I'd rather wait until it's a complete thing.
Any road map for this?

Yup, Davyd is amazing, as are all of the moderator team on D&D Beyond.
I'd also like to call out that we do want to be able to make it as easy as mentioned above for existing characters that gain a lineage like Dhampir.
It has been discussed and is something I feel strongly that we need to provide.

Make sure you have actually bought the whole book, and not just the compendium content.
If the book is being shared with you through a campaign, make sure the character is in the campaign where the book is being shared.
