I bought the base book to start creating characters and decided to try this service to make it easier on myself. I had already started my character I just wanted to see how his stats were calculated and what to write down but I can't make him because he is a wild magic user. This site says that the class is in a different book but that is just false. I am looking at the actual Players Handbook right now and it is right next to the draconic bloodline. I get that they need to make money but lying and putting things that are in the base game behind paywalls just makes me not want to use the site. I haven't explored the other classes yet but I can only hope this isn't an issue with them too.
The Player's Handbook is not available for free on D&D Beyond, just as it is not available for free from anywhere else.
The only things that are given for free on D&D Beyond are those which have been released for free by WotC (usually as PDFs). This includes the Basic Rules and System Reference Document (which only contains 1 subclass for each class), and some other bits and bobs. Draconic Sorcorer is in the SRD, Wild Magic is not. You may also notice that most feats and a few subraces (Forest Gnome for example) from the PHB are locked behind a purchasing the PHB on D&D Beyond.
Yes, the contents available for free are the Basic Rules. The PHB is not the Basic Rules. It's always been that way. D&D Beyond has started bundling physical books with DDB access, but I'm not familiar with the programs workings or how it's going.
All that said, you don't need to buy the PHB on DDB to make a Wild Magic Sorcerer on DDB. You can make a purchase (I think it's 1.99 USD) for the subclass, or you could try your hand at home brewing the subclass from your hardcopy into the DDB toolset. Subclasses can be a little tricky in my experience, but there's an active homebrew forum that can probably coach you.

The only thing ddb gives for free, is generally the basic rules, which does not include wild magic sorcerer, only draconic
