The Eberron content will not turn off during character creation. There is a switch in the Character Preferences screen, but that switch does not seem to actually work. Thanks for looking into this. Sorry if this is a duplicate post.
Just a quick note to second that I've noticed this, too. Even with the "Eberron Content" switch turned off in the Character Builder, the Eberron variant races are available for selection during the character creation process.
Some of the Eberron content was also released as Unearthed Arcana, so you will also see it if you have "playtest" toggled on as a source in your character preferences.
